America’s Border and Sovereignty in Giuliani’s Hands

As much as I like Rudy and honor what he did for our nation following 9/11, I have some very big concerns. You be the judge . . .

A few weeks ago elitist Republican Texas Governor Rick “Good Hair” Perry endorsed his Trans Texas Corridor pal, Rudy Giuliani, for the Republican Presidential nomination.

If there were any doubts as to where Giuliani stands on the NAFTA highway, those doubts have been cleared up; - much to the dismay of anti-illegal immigration conservatives. Giuliani’s law firm is the exclusive legal counsel for Cintra – the Spanish corp. that will build and control the TTC for 50+ years. (FYI - The TTC is the first leg of the NAFTA highway.)

According to Bloggernews, “When Texas legislators tried to block and slow the Trans Texas Corridor, as the folks of Texas strongly desired, Gov. Perry went against them all and vetoed it. And most recently Gov. Perry told those of us who want a border fence that what we believe is “idiocy” .

“MEXICO CITY (AP) - Governor Rick Perry today used a stop in Mexico to criticize the U.S. Congress for failing to make progress on immigration reform.
The Texan suggested that members of Congress lack "maturity."

Perry called the proposed construction of a fence along the U.S.-Mexico border "idiocy. . ."

By the way, it’s been rumored that Giuliani might give Perry a vice Presidential nod.

Perry, beloved by his big money and foreign national donors, is as detested by as many conservatives as liberals in Texas. Hypocrite is a mild term to describe Perry.
According to Corridor Watch Perry is disconnected from his base and at odds with his own party!

"It is truly incredible to see a Governor who's actions are completely disconnected from the people he is sworn to represent. His actions are at odds with his own political party party platform and leadership, they are in conflict with overwhelming public opinion, they offend a wide variety of large organizations that previously supported his election, they fly in the face of the virtually unanimous will of the Legislature. Who can help but wonder who Governor Perry represents and who's interests is he protecting?

Now the stage is set for the Commission to demonstrate just how far they will go to protect their Spanish partner. Despite incredible pressure North Texas has rejected the Governor's pre-selected private business benefactor. Will the Commission continue their now routine pattern of putting what Perry wants first and the people want last? Sadly, we believe that our Governor serves the money brokers, not the people. He has demonstrated that his loyalty is not with the people of Texas, but resides exclusively with those who can provide the kind of money that can further personal and political ambition. "

Here’s a little history on the TTC/Perry/Giuliani alliance.

"...At the center of negotiations for multiple legs of the Superhighway Corridor throughout Texas, is none other than Rudolph Giuliani's law firm which landed the Comprehensive Development Agreement for a widening of Interstate-35, now referred to as the TTC-35, in addition to the Master Development Plans for State Highways 121 and 130 among other legs of the TTC. All negotiations for Cintra were and are presently handled by the law firm, Bracewell & Giuliani, LLP, of which Republican Presidential candidate, Rudolph Giuliani, has been a senior executive partner since March 2005. His law firm is the exclusive legal counsel for Cintra. Bracewell & Giuliani is comprised of 400 attorneys, based in Houston, TX with offices in New York City, Washington, D.C., London and Kazakhstan.

Cintra joined with San Antonio, TX-based Zachry Construction Corp. to help land the contracts, in which Zachry owns a 20% interest. The Cintra-Zachry proposal for TTC-35 includes a private investment of up to $6 billion in upfront payments for the complete construction, design and operation of a 316-mile toll road between Dallas and San Antonio, giving Cintra the right to set tolls and keep toll road profits for a period of 50 years, as it will for each road it has contracted..."

According to the radical left rag, The Nation, the dirty money ties between Perry and Giuliani run deep. You might want to discount this rag but the fact is that there may very well be some truth here.

Some one-issue conservatives are so dim they can’t understand why Perry has endorsed Giuliani! Here’s the take from the Dallas Morning News.

"The Texas governor, who accompanied Giuliani on a campaign trip to Iowa later in the day, said, "Mayor Giuliani is not the enemy. Rudy Giuliani is a culture warrior."

Perry is the first major-state governor to endorse Giuliani. His endorsement comes just in time for a three-day "values voter summit" that begins Thursday by the Family Research Council, a religious conservative group. Giuliani and other GOP candidates plan to attend.

Perry was also to attend two later town-hall style meetings in Iowa, appearances apparently aimed at reassuring conservatives who might be leery of Giuliani because of his support of abortion rights and past stands on gay rights and gun control.

Perry's endorsement of Giuliani is a letdown for many Texas social conservatives and gun groups, who have considered Perry a reliable ally on opposing abortion and embryonic stem cell research and defending gun ownership rights.

Elizabeth Graham, director of Texas Right to Life, said Perry called her Tuesday to tell her of his planned endorsement. She said she urged him to wait.

She said she was baffled by the endorsement.

"I reminded Gov. Perry we worked so hard in Texas to pass legislation .... and those efforts will be stifled on the federal level by a pro-choice president," Graham said.

Texas land commissioner Jerry Patterson, who is a chairman of rival Fred Thompson's Texas campaign, said he was confused by Perry's endorsement.

"One of the most, if not the most, conservative governors in Texas history endorses a pro-choice, rabidly anti-Second Amendment former New York mayor, who as mayor endorsed the Democrat Mario Cuomo over the Republican George Pataki for governor of New York? . . .

Perry, now in his second full term, is seen in some circles as a possible vice presidential nominee. But for that he would have to overcome voters' "Texas fatigue" from President Bush's administration. "

I would like to thank Proprietor Nation for bringing this to our attention with the article, Hatchet Job Masquerading as Political Analysis. Although PN has done an excellent job of demonstrating political bias especially in the Midland Reporter-Telegram’s characterization of the GOP, I do take issue with PN’s characterization of those thousands of Texans - mostly bi-partisan - who are fighting the Trans Texas Corridor and it’s Spanish partner, Cintra. PN hinted that Texas farmers and other landowners are being taken in by Conspiracy theorists.

“Texas farmers and other landowners are worried their property rights will be trampled to make way for the highway. Conspiracy theorists see Giuliani, because of his highway connections, as allied with a cabal of international monied interests plotting to supplant the United States with a North American Union that includes Mexico and Canada . . ."

Far from conspiracy theory!!!

The Trans Texas Corridor (part of the open border NAFTA highway) is a multi-billion dollar reality. I should know because I spoke at the TXDOT hearings on the TTC last year!

Millions of Texas land acres and thousands of Texans will be fighting a losing battle over eminent domain. And just in case you aren’t too interested, the NAFTA highway goes all the way from Mexico to Canada – so your state may be affected as well.

Here’s an excerpt from the enlightening web page devoted to bringing Texans the truth about the Trans Texas Corridor – CorridorWatch.org.

Last weekend (August 2007) Governor Perry vetoed 49 more bills.

Property protections were dashed with the veto of an eminent domain bill TxDOT didn't like. Another bill that would have required TxDOT to consider using existing highway routes for future TTC routes was struck down. A bill that called on the Attorney General to study the impact of international agreements on Texas was ridiculed by the Commission and also vetoed by the Governor.

A few more vetoes smack of retaliation dealt to those who opposed the Governor's view of the TTC, HPV, TYC or education during the session. . .

Anyone who cares to look at the maps of the upcoming NAFTA highway will note that this eminent domain issue doesn’t stop at the Texas border!

Aside from my criticisms of the PN article, it is a great read and a good primer on how to spot bias. Here’s an excerpt from the PN article: . .

Right from the get go, the article is suspect. Imagine, the shoe on another foot. One could see this sort of lead in, Democrat Hillary Clinton, scandal ridden, highly polarizing and with negatives already at or near 50%, has bucked convention and continues to lead nationwide. Let's try another... despite his Mormon background, flip flopping on key issues, and reputation for being to slick for his own good, Mitt Romney maintains a lead in Iowa.

While it is pefectly fine to lead in in such a way, if there is going to be straight analysis, we will expect to understand how he has bucked the conventional wisdom that a social liberal could lead in a social conservative party. Instead, what we get is a nebulous reason that is really just an excuse to attack Rudy in a backhanded and terribly unfair sort of a way.

It can’t be stated enough – all politics is local! We can complain all day long about the MSM, the NY Times, The Boston Globe, etc., but if we ignore the bias in our own local newspapers, we’ve missed the point entirely!

North American Union Here Now: Part 3

This is the last article in a series of three articles that tie together amnesty for illegal immigration, NAFTA, the Trans Texas Corridor, and the NAU.

Aggressive attempts to merge the nations of the United States, Canada, and Mexico are currently underway. This can be done via “deep integration” without any action by congress!

“ . . . if you believe the United States is the most unique nation on Earth with a government designed to protect your natural liberties, an economic system unlike any other -designed to create economic independence, and a judicial system unknown to any other nation, then a North American Union is a threat to all you hold dear.”

Mexican economist and researcher Miguel Pickard wrote in an article, published by foreign press, detailing the "deep integration" planned for North America. He said there will be no single treaty and nothing will be submitted to legislatures of the three countries. Instead, he says, the plan for a "merged future" will be implemented through "the signing of regulations not subject to citizen review." He went on to report of several secret meetings held in all three nations, after which representatives signed "close to 300 regulations" installing a "Unified American Border Action Plan. . ."

"Students train in 'model parliament' for new North American Union!

N. American students trained for 'merger' 10 universities participate in 'model Parliament' in Mexico to simulate 'integration' of 3 nations

WASHINGTON – In another example of the way the three nations of North America are being drawn into a federation, or "merger," students from 10 universities in the U.S., Mexico and Canada are participating annually in a simulated "model Parliament." Under the sponsorship of the Canadian based North American Forum on Integration, students met in the Mexican Senate for five days in May in an event dubbed "Triumvirate," with organizers declaring "A North American Parliament is born. . ."

"The creation of a North American parliament, such as the one being simulated by these young people, should be considered," explained Raymond Chretien, the president of the Triumvirate and the former Canadian ambassador to both Mexico and the U.S. . .

Perhaps the most blistering criticism came earlier this summer from Lou Dobbs of CNN – a frequent critic of President Bush's immigration policies.

"A regional prosperity and security program?" he asked rhetorically in a recent cablecast. "This is absolute ignorance. And the fact that we are – we reported this, we should point out, when it was signed. But, as we watch this thing progress, these working groups are continuing. They're intensifying. What in the world are these people thinking about? You know, I was asked the other day about whether or not I really thought the American people had the stomach to stand up and stop this nonsense, this direction from a group of elites, an absolute contravention of our law, of our Constitution, every national value. And I hope, I pray that I'm right when I said yes. But this is – I mean, this is beyond belief." . . .

The concerns about the direction such powerful men could lead Americans without their knowledge is only heightened when interlocking networks are discovered. For instance, one of the components envisioned for this future "North American Union" is a superhighway running from Mexico, through the U.S. and into Canada. It is being promoted by the North American SuperCorridor Coalition, or NASCO, a non-profit group "dedicated to developing the world’s first international, integrated and secure, multi-modal transportation system along the International Mid-Continent Trade and Transportation Corridor to improve both the trade competitiveness and quality of life in North America. . ."

“Model Parliament Organizers make clear their intent:

The Bush Administration is pushing to create a North American Union out of the work on-going in the Department of Commerce under the Security and Prosperity Partnership of North America in the NAFTA office headed by Geri Word. A key part of the plan is to expand the NAFTA tribunals into a North American Union court system that would have supremacy over all U.S. law, even over the U.S. Supreme Court, in any matter related to the trilateral political and economic integration of the United States, Canada and Mexico.

Right now, Chapter 11 of the NAFTA agreement allows a private NAFTA foreign investor to sue the U.S. government if the investor believes a state or federal law damages the investor’s NAFTA business. . .

Like it or not, NAFTA Chapter 11 tribunals already empower foreign NAFTA investors and corporations to challenge the sovereignty of U.S. law in the United States. . .

Under the Council on Foreign Relations (CFR) plan expressed in May 2005 for building NAFTA into a North American Union, the stakes are about to get even higher. . .

The CFR plan clearly calls for the establishment of a “permanent tribunal for North American dispute resolution” as part of the new regional North American Union (NAU) governmental structure that is proposed to go into place in 2010. As the CFR report details on page 22: . . .

The executive branch under the Bush Administration is quietly putting in place a behind-the-scenes trilateral regulatory scheme, . . .

We will develop a trilateral Regulatory Cooperative Framework by 2007 to support and enhance existing, as well as encourage new cooperation among regulators, including at the outset of the regulatory process. We wonder if the Bush Administration intends to present the Trilateral Regulatory Cooperative Framework now being constructed by SPP.gov to Congress for review in 2007, or will the administration simply continue along the path of knitting together the new NAU regional governmental structure behind closed doors by executive fiat?

"Trans Texas Corridor Master Plan Released

Drivers willing to pay to leave Interstate 35 in the dust could have an alternative as early as the summer of 2013. . . .Because passenger vehicles pay 15.2 cents per mile and truck drivers pay 58.5 cents per mile, the whole plan relies on travelers and freight companies being willing to pay the toll, said Dillard, the Texas Department of Transportation spokesman. . .

The company then will have the rights to the tolls for 50 years, and by then, the road could be generating billions of dollars each year . . .

“Texans didn’t get a chance to vote on this, it’s just getting rammed down our throats,” said Rick Wegwerth, leader of the Waco anti-corridor group, DERAIL. . .

Note: According to a January 25, 2005 article by Gordon Dickson, a staff writer for the Fort Worth Star Telegram, since Cintra began controlling tolls in Canada, “Tolls have gone up 200 percent!”

North American Union

The "plan to create" a North American Union in 2010 as a regional government—comprising a collective government for the United States, Canada, and Mexico—is "directly stated only" in the May 2005 task force report Building a North American Community. This plan was published by the Council on Foreign Relations (CFR). See what Jerome Corsi wrote about the plan on June 26, 2006.

A North American Union is being created "through a process of governmental regulations" and without ever "having to bring the issue before the American people for a clear referendum or vote," Corsi wrote on May 24, 2006.

NAFTA Super-Highways

What is objectionable is the plan to form a European Union-style North American Super-Highway system whose primary goal is to establish trilateral links for the open passage of freight transportation and the virtually unrestrained 'migration' of people among the three countries. Lamb wrote. "NASCO claims that 'There are no plans to build a new NAFTA Superhighway - it exists today as I-35.' This, however, is at odds with reality,"

Lamb wrote. "The goal is to build and operate a privately funded toll-corridor that includes up to 10 lanes of car and truck traffic, rail lines, pipelines and utilities, including communications systems. The current agreement is limited to Texas, but fits nicely into the master plan being advanced by NASCO.

It also fits nicely into the vision of the Council on Foreign Relations' [May 2005] report: Building a North American Community , which advocates 'unlimited access to each other's territory' (page 47), including allowing Mexican or Canadian companies to freely enter the U.S. to compete with U.S. trucking companies, hauling freight between U.S. cities. . .

Roy Blunt, majority whip in the House of Representatives - is telling his constituents the federal government has nothing to do with the idea of building the "NAFTA superhighway." This is at least the third Republican member of Congress either playing dumb or deliberately deceiving American taxpayers by claiming no federal dollars have flowed into the project. . .

NAFTA highway or new silk road?

On Sept. 7, the Security and Prosperity Partnership of North America (SPP), a government office established in March to increase cooperation between the United States, Canada and Mexico, released a progress report. Among its achievements was creation of an American Competitiveness Council to enhance North America's posture in the struggle for hotly contested global markets.

Unfortunately, major events are already unfolding that will undermine this belated attempt to respond to ambitious rivals who have been piling up ever-higher trade surpluses at the expense of American-based enterprises.

A flurry of articles over the summer painted the SPP as a step toward a North American Union that would submerge national sovereignty and open the U.S. to mass migration and political corruption. Human Events launched the story from the right, but it spread across the spectrum to the Daily Kos on the left. . .

One focus of the articles was a planned corridor of highways and railroads from Mexico into the American Midwest dubbed the "NAFTA Highway." Some of the stories sought to revisit the debate over the North American Free Trade Agreement, but what is really behind this transportation network heralds the collapse of NAFTA and its dream of a stronger continental economy.

NAFTA was supposed to combine cheap Mexican labor with U.S. capital and technology to improve competition with Asian rivals . . .

The Chinese firm Hutchison Whampoa has partnered with Wal-Mart in a $300 million expansion of Lazaro Cardenas to handle perhaps 2 million containers annually by the end of the decade. The American Chamber of Commerce in Guangdong, China, has held seminars promoting this Mexican port. . .

While American-based manufacturers will continue to suffer under the barrage of Chinese goods, Mexican industry will be smashed flat by what should be called a new Silk Road rather than a NAFTA highway. The economic development goals of NAFTA are being abandoned. More than 600 of the maquiladoras assembly plants along the U.S.-Mexican border have relocated to China, leaving their Mexican workers behind. There is little chance for Mexican wages to rise if at $1.50 an hour they can be undercut by Chinese labor at 50 cents an hour. . .

Tonight, the escalating revolt against White House efforts to create a North American Union with Mexico and Canada. Many states are now demanding that the U.S. government abandon its efforts to integrate the United States with Mexico and Canada.

There have been a total of 14 state legislatures who have introduced resolutions opposing the creation of a North American Union. If enough states introduce and pass anti-NAU resolutions it would demand much-needed congressional attention.

North American Union Here Now: Part 1

National Sovereignty. No other issue has managed to unite traditionalist conservatives, liberals, independents, and Libertarians in opposition to the secret formation of the North American Union by the Bush administration. Today we have the ongoing creation of a new country right under the shade of our collective nostrils- the North American Union!!! As improbable as it seems, the creation of this new country (by influential “open-border” elitists and multi-national corporate globalists), which will eventually make obsolete our constitution and irrelevant our national laws, is currently underway. CNN’s Lou Dobbs called it “beyond belief” but true.

Dobbs said, “You know, I was asked the other day about whether or not I really thought the American people had the stomach to stand up and stop this nonsense, this direction from a group of elites, an absolute contravention of our law, of our Constitution, every national value. And I hope, I pray that I'm right when I said yes. But this is – I mean, this is beyond belief." . . .

Here are some excerpts from news items you probably missed because most of the main-stream media has refused to address the issue. Last night, however, CNN news started to raise questions. Now if you don’t have the time to read these excerpts, just scan the headlines and the bold print. If you manage to connect the dots, then you are miles ahead of the majority of folks who are asleep at the wheel because they are reliant on the major networks.

“Newly Uncovered Commerce Department Documents Detail “Security and Prosperity Partnership of North America

U.S. Government Working Groups & Business Leaders Seek to “Harmonize” Regulations with Canada and Mexico (Washington, DC) -- Judicial Watch, the public interest organization that promotes transparency, accountability and integrity in government, politics and the law, today released records obtained under the provisions of the Freedom of Information Act (FOIA) from the International Trade Administration of the U.S. Department of Commerce concerning the “Security and Prosperity Partnership of North America.”

On March 23, 2005, heads of government Vincente Fox, George W. Bush, and Paul Martin launched the North American partnership at a meeting in Waco, Texas, with the expressed goal of “a safer, more prosperous North America.” According to the documents, the partnership’s “working groups” include government and business leaders from the United States, Mexico and Canada, who are addressing a variety of topics, including movement of goods between countries, traveler security, energy, environment and health. Proponents of the partnership claim its purpose is to increase security and prosperity for all three nations through enhanced cooperation. Critics maintain the partnership will sacrifice U.S. sovereignty by establishing a “North American Union,” with open borders and a common currency. . .”

Ok here’s the primer for those who don’t want to download the International Trade Administration of the U.S. Department of Commerce document “Final Recommendations from the U.S. Section of the North American Competitiveness Council (NACC). . .

Open Borders . . .Basically the final recommendations are pushing the development of a non-discretionary, low-cost, easily obtainable, federally issued document, “such as an enhanced driver’s license or identity card” for all travelers as an alternative to the passport.

(Note: The Department of Homeland Security (DHS) and the Department of State (DOS) now have new requirements. American citizens-entering or re-entering the U.S. from Canada, Mexico, or the Caribbean will have to present “documents denoting both identity and citizenship by January 1, 2008”).

The final recommendations would also have the US work with the Canadian and the Mexican governments to certify their ID’s so that eventually just licenses could be used for travel into the US.

In the mean time, however, the recommendations are for the DHS to set up a “limited short-term pass program” to facilitate people who come to the border without documents!!! “ACLU and Allies Oppose Western Hemisphere Travel Initiative, Say Plan Undermines Privacy, Provides Little Security
WASHINGTON -
The American Civil Liberties Union today joined with Citizen Against Government Waste and the Cato Institute to oppose the Western Hemisphere Travel Initiative (WHTI). The WHTI will require all travelers, including American citizens, to have a passport or other "appropriate security document" to enter or re-enter the United States from countries within the Western Hemisphere, including Canada and Mexico. . .

The WHTI was mandated by the Intelligence Reform and Terrorism Prevention Act of 2004, and is slated to roll out in 2008. CAGW today issued a report outlining the shortcomings of the WHTI program. . ."

At its core, the WHTI only gives the illusion of security," Sparapani added.

"Terrorists, smugglers and undocumented immigrants could still find ways to enter the country or obtain false documents. The privacy of Americans should not be compromised under a failed program."
