Forty thousand strong
Maryland’s physicians are under the purview of a corrupt medical board named
the Maryland Board of Physicians. This corrupt Maryland state entity
exuberantly embraces foreign physicians over those trained in American Medical
Schools. Many American physicians who considered practicing medicine in
Maryland have sought refuge in other state jurisdictions because of the harsh
environment established by this very unprincipled Board. Both in licensing and
sanctions most foreign physicians brought before this unscrupulous and
dishonest Board of Physicians are either accepted quickly into flock or
sanctioned in the most minimal way. Those who sit on this Board have been
blinded by lawyers who work for this entity and or by lawyers from the Maryland
Attorney General’s Office. Every time a physician is sanctioned to maximum,
that is a medical license revocation, the Board administrators put another notch
in their proverbial noose. The evidence is obvious if you review those
sanctioned each year. American trained physicians’ cases are taken into court
more frequently that their foreign counterparts. Why? Because this unsaintly
entity bends the rules for foreign physicians and those of invigorated
cultures.
Political correctness has
been taken to the extreme. Recent contact I had with the Maryland legislature
and other state administrative entities display very little oversight is given
to this so called independent Board. The legislative committee I contacted and
other Maryland state departments believe this Board is pure and should go
untouched by them. Corruption has entered the fray in the Maryland Board of
Physicians processes and procedures. Damage to physicians’ reputation, families
and more are the outcome of false sanctions initiated again doctors. Many
physicians have suffered by the hands of this corrupt and dishonest entity.

Saturated with Crime Drugs and Corruption
Geographically Maryland’s
beauty has few competitors. Behind this topographical treasure lies a reckless
government which has driven this state into the desperate times it finds
itself. Opioid use has risen exponentially in the last decade. Prescribed like
candy by various physician controlled entities few states have more deaths from
this class of drugs than Maryland. Grim statistics cannot be hidden by the
pleasant smiles of corrupt politicians. Several thousand went to their graves
last year as our state representatives carried on business as usual. As
legislative efforts failed in Annapolis to rein in this crisis emergency rooms
could not find enough body bags to manage the overflow. With the approval of
Marijuana this gateway drug will bring health facilities to their knees.
Legalizing Marijuana based
on quasi research displaying this substance has medicinal value displays how
moronic the political class is in this corrupt state. Worse outlets to sell
this chemical garbage were given over to a group of well- connected political
elitists. This entitled class was
provided with dispensing licenses utilizing the excuse they will bring to
market a purer product than those who have not coughed up donations to their
campaigns. As I have advised physicians on the radio and in my articles
Maryland Marijuana laws are a minefield for physicians. Liability will be
placed on the heads of physicians once accidents, deaths and criminality
related to this drug occur. As of this writing most Maryland physicians are
hesitant to prescribe this Class One drug.
Maryland’s newest problem
is a synthetic version of Marijuana which has been introduced into the state. Laced
with poison, that causes a person to bleed profusely, numerous hospitalizations
have been reported around state. As usual the most vulnerable are affected.
Adding to this problem is the vast number of people dying from alcohol, drugs
exclusive of opioids and chemicals favored by the addicted class, as reflected
in the daily emergency room census of each acute care facility. Kudos to acute
care health personnel who have done a magnificent job in the face of great odds
inflicted on them by wayward politicians, a medical board that does not
properly oversee its physician hoard and a pharmaceutical industry that pumps
this crap into the state.
In a circuitous way many
profit by the massive drug and alcohol problem left uncontrolled by a
government that supports this catastrophe. A vast social-welfare system would
be undercut if these addicting chemicals were to leave the scene. No doubt
there are pockets full of money that do not want Maryland cured of these ills.
Therefore politicians discuss the drug problem openly yet few move to correct
it. Corruption is solidly embedded in Annapolis and the administrative entities
it empowers. The answer is simple. Until we remove the scum who sit on the high
seats in Maryland deaths will continue to mount and the next one could be one
of our loved ones.

Maryland is a distressed
state. Submerged in crime, drugs, onerous taxes and legislated efforts to control
every action of its population, the Old Line State needs realignment. Baltimore,
Maryland’s largest City, has the unique distinction of having the most murders
in the country, based on population size. Opioids deaths reach into the
thousands with the rate continuing to rise. Recently legislated efforts to put
Marijuana in the hands of a large segment of the populace will only add to the
addiction crisis. To complete the State’s nightmare the government, along with
its Governor who ran on a Republican platform yet acts like a Democrat, are
choking businesses with onerous taxes and socialistic style legislation.
Maryland is a mess. Every segment of the State needs mending. The quick answer
to Maryland’s problems is to blame the federal government and President Trump.
Yet, the true nature of Maryland’s problems, are home grown. They are caused by
feckless politicians who ignore their decompensating state to keep the flood of
entitlements flowing. Taxes, crime and
bad legislation are on the increase as Maryland victimizes its businesses to
keep the cash streaming into State coffers.
Nobility is not a trait of
Maryland administrative entities. Honor left these cauldrons of deceit decades
ago. Managed by political appointees merit has left the stage leaving behind an
obnoxious stench of social conformity. Medical care is has suffered throughout
the Maryland by an influx of lesser trained foreign physicians. Worse the
Maryland Board of Physicians is managed similar to the Politburo of the old
Soviet Union whose Executive head is nothing less than deranged in actions and
words. Along with a corrupt Medical Board the State Government is pushing to
keep Obamacare alive by levying high fees on insurance companies to assure a
free ride for the entitlement crowd. Paradoxically those fees will be passed
down to those of us who already pay extremely high insurance rates. For the
illicit entries into this country Maryland has a gift for you. Once you acquire
your illegal driver’s license the State intends to automatically register you to
vote in order to keep the Democrats in power for eternity plus a week. Maryland’s
dishonest government, from border to border, is a liberal’s dream and a
nightmare for private businesses and those who work outside the government. In
the event you are considering a move to this state think twice and see a
Psychiatrist. Maryland has nothing to
offer except left wing courts, untenable crime, outrageous taxes and oppressive
regulations that keep your pockets thin while fattening those of politicians
and their political appointees. Remember this reporter told you so.

More Burdens for Overtaxed Marylanders
With Maryland's latest enactment forcing small businesses to provide sick leave to the entitled crowd its effects will be far reaching. A new squad of government goons will soon be knocking on the doors of businesses, small and large, with a list of sanctions, if they are out of compliance. In Maryland sick leave means the entitled will head to the closest casino with your tax dollars and or the money businesses are forced to pay them for not showing up. Small business will be especially hurt by this overreaching law. My suggestion to them keep your employee count below 15, if you can. Marylander's are extremely overtaxed. Governor Hogan vetoed this legislation but the entitlement crowd's lobby is too strong here. Kudos to our Governor for doing the right thing. Mark Davis MD

Drugs have
found their way into every facet of Maryland life. Children are overdosed with
amphetamines. While our aged population is controlled by third generation
antidepressants. Those in between have alcohol, opioids, psychotropic drugs and
now Marijuana. Controlling the masses has never been easier.
Marijuana
industry is coming to the entitlement state. Initially 14 licensees have been
chosen from a group of 140. Though the state’s Marijuana Commission notes the
newly licensed were carefully picked evidence suggests many are politically well
connected. Claiming “Medical Marijuana” will be of the purest variety by their
choices the Commission needs to explain why not one pharmaceutical company was
chosen. Yet someone from the casino industry was.
Decriminalization
of Marijuana at the state level has been on the road to reality for years. In
Maryland the drug epidemic, both legal and illegal, has gone beyond manageable
levels. Adding Marijuana to the mix elevates the problem exponentially. As long
as the drug is used in the privacy of one’s home who is to argue with its need
and questionable medical necessity. Sense and sensibility dictates the latter
will not be the norm. Instead people will mix Marijuana with the other drugs
they utilize, including alcohol, resulting an increase in fatalities more
expansive than currently is seen. Decriminalization absolutely, providing this
drug through state approved outlets is extremely questionable and introduces a
series of unknowns.
Physicians,
who chose to prescribe Marijuana, must be on a state approved list. Once
approved they must certify medical necessity to the patients seeking this drug.
After approval the patient can take his or her Marijuana Identification card to
a dispensary and receive a limited amount of this drug. Knowing most of the prescribed
drug is not going to be used for its medically intended purpose who will be
held responsible when irrationality of its use enters the picture? Will
physicians be held responsible when a vehicular crash occurs by someone with
excess drug in their systems (presently blood level excess has not been set)?
If a physician approves too many requests will his or her license be impaired? And the list of unknowns goes on.
Maryland
Legislature pays lip service to those whose minds and bodies have been crushed
by the never ending supply of drugs consumed by its residents. Marijuana should
never have been criminalized. With that stated drug sales should not be
supported by state mandate either. Enter a busy emergency and watch as the bodies
of drug victims roll in. Marijuana may not be nearly as toxic as opioids. When
combined with alcohol or other deadly substances bad results are inevitable. Does
this reporter have the answers, no I don’t. Nevertheless neither does the
Maryland hierarchy. I hope and pray that I am wrong. Yet experience outside
Maryland should have taught those in power something. Apparently it hasn’t.

POLITICIZATION OF THE MARYLAND BOARD OF PHYSICIANS
Politicization
of the Maryland Board of Physicians
Few
administrative authorities in Maryland are as corrupt as the State’s Board of
Physicians. Delegitimized by a cooperative effort with the State’s Attorney
General’s Office physician licensing is mere numbers game to them. Utilizing
blatantly false evidence in association with paid medical vigilantes medical
license revocation has been brought to a high art form in this very blue state.
I have been through this process twice. Each time the lies and
misrepresentations by the medical board get deeper and the litigation longer. Facts
get in the way of their ultimate agenda to sanction as many physicians as they
can. Though the State government has provided a level of safeguards for
physicians being inspected by the medical board these regulations are generally
circumvented. With the help of a judiciary hostile to physician plaintiffs the
medical board tends to obtain decisions favorable to them no matter where the
evidence lies.
In
my first confrontation with the Board of Physicians in 1990 the author was not
aware of many facts at the time. Two physicians who came to review the author’s
work at a nursing home he managed had perjured themselves in documentation and
at an administrative hearing, were not in the same field as the author and had
no authority to review him. Worse these facts and others were hidden by an
eager Attorney General’s Office managed by J. Joseph Currans trying to be
reelected. When the author had an opportunity through Freedom of Information
request to see the documents that included these embedded facts he filed a
lawsuit. To cover up the unlawfulness of his office Attorney General Curran’s
representatives quickly enabled the author to regain his medical license on or
about 1995.
In
the author’s last go around with this corrupt entity one of the two Board
witnesses engaged by this administrative entity sided with this physician as
well as the judge in the Office of Administrative Hearings.That was not enough
for these cretins who decide physician licensure. Their appointed lawyer,
Robert Gilbert from the Attorney General’s office, brought charges knowing that
one their expert witnesses completely disagreed with the charging document’s
contents. The Board turned around their own judge’s ruling giving the author a
3 year revocation. Then on request for reinstatement, after passing a national
test of clinical knowledge, was denied a license. To wound the author further
the Board’s director wrote to the author not to reapply again. Corruption in
this entity is not to be taken lightly. My case in not unique yet exemplifies a
process that destroys careers even when there is minimal or no root cause.
Attorney
General’s Office is supposed to bring factual data to the table when taking a
case against a physician into an Administrative Hearing. In this physician’s
case that did not happen nor was he allowed to defend himself because of quirks
in Board Law. Nearly every rule of judicial and Board etiquette was circumvented
to obtain a result that never should have ended in the way it did against this
physician. Maryland physicians who have been dragged through the mud by the
Board and the Attorney General’s Office are aware of the intrinsic
unfairness
embedded in the civil prosecution of physicians. Doctors have few rights and even
fewer abilities to effectuate a positive outcome when confronted by a Board
that has lost sight of its reason for being and a judiciary in the tank for the
Board. There is much more to this story including a massive amount of money that
went unaccounted for from the author’s nursing home when the State intervened
in its function in 1990, 157 patients who were displaced from their long term
home, 160 workers who lost their jobs and more. Deceit unparalleled by a
sitting Attorney General and misrepresentations to the public to keep his
backside in a government post he did not deserve were at the forefront of this
malicious prosecution. This story needs to be told in an evidence based manner

Maryland’s legislators may
have not received the memo: there is a new sheriff in town. Larry Hogan became the
Governor because people are sick and tired of being taxed into oblivion.
Legislative leadership has firmly come out against Hogan’s mild proposals to
trim taxes in a variety of areas. Before Hogan would finish his State of the State
message consternation was already brewing on the new Governor’s programs to
help businesses. Hogan enumerated a list of changes he wants the Maryland
Legislature to consider. His proposal to exempt the first $10,000 of personal
property from taxes would go a long way to help small businesses. Elimination
of the “Rain Tax,” which targets only a portion of Maryland, was also echoed in
his speech. Automatic increases in gasoline taxes would come to a thundering
halt because Hogan portrays them as regressive assessments. Pensions for
military, police and fire fighters would become exempt from tax collection by
the Comptroller’s office. House Speaker Michael Busch and Senate President
Thomas Miller are in a near schizophrenic frenzy over Hogan’s tax proposals.
Just the thought of reducing Maryland’s tax burden on its citizens brought
verbal backlashes from both of them. What these two do not understand is
Marylanders who pay the bills want change. Hogan has chosen not to cut too
deeply for his first State budget. Instead he began by cutting around the
edges. Maryland’s nickname, The Free State, has taken on new meaning around the
country. Why? People have come by the tens of thousands to obtain freebies allocated
to them by the Democrats and Hogan’s predecessor Martin O’Malley. Billions in
waste could be cut from the Maryland budget. Hogan is fully cognizant of the
economic Armageddon that would occur if he cut too quickly. Yet this must
happen for Maryland to stay sound economically. The Mercedes Benz gang with
Medicaid cards should watch their backs. The new sheriff is gunning for you.

What is wrong with
Maryland
Perhaps the title should
be rephrased to what is right about Maryland. Nearly six million people inhabit
the Free State as it was nicknamed after slavery was outlawed in 1864. Blessed
by this State’s endemic Democrat government the word free has taken on an
entirely new meaning. Maryland Government has a clear agenda to deprecate the
entrepreneurial sector to vantage the entitlement class. Illegal is no longer a
term permitted to be spoken by the bluest of blue within the confines of this State.
Once removed from the illegal category “immigrants” can dip into a vast amount
of cash being offered to them on the proverbial silver platter by Maryland’s
left of the left government. Trumped up taxes, levies, fees and move support several
million people who have decided it is better to sit on their backsides than
work a job. Why are O’Malley and his crew so intent on giving away your money?
Votes! Freebies to the indolent, lazy and sloths among us keep the support flowing
for those who want to move up the food chain with a blue ring on his or her
finger. O’Malley’s policies extort money from anyone who has a business or
receives a paycheck. State coffers are starved for these funds. So where do all
these funds end up?
An intricate system of
entitlement fund delivery has been created in the Free State. This system is
purposely complex to fool the most ardent person who seeks knowledge of it.
Checks are flying out the doors of Maryland Administrative offices faster than
the cash coming in to support the State’s socialist activities. Have a child
out of wedlock in Maryland get a check. Have several children and receive
multiple checks. Take a trip to your local entitlement office. They are located
conveniently throughout the state. The social workers in these offices are
begging for business and will welcome you with open arms. As you sit before one
of them he or she will pull out a menu of giveaways and ask what your needs
are. With minimal information to support your state of poverty these social
workers are ready to write checks. Energy assistance, food stamps, housing
supplements, cell bills, cable support and a dozen more freebies are waiting for
you. Would you like to go to school? No problem with minimal qualifications or check
for citizen status the money will be forthcoming the next day. Has your child
been misdiagnosed with a chronic medical condition, there is a very good chance
Maryland will send you a check. Perhaps you are from Baltimore City. Seventy
percent of households there are single parent homes or so the government
believes. Stay unmarried, but cohabitate, Maryland will send you two checks.
Health professionals
relate multiple stories of patients on Medical Assistance, now Obamacare, who
come to their offices driving Range Rovers, Mercedes and BMWs. Many of these
patients live in the equivalent neighborhoods their automobiles reflect.
Governor O’Malley and his minions could very easily compare the Medical
Assistance assignments to the Motor Vehicle master list to uncover this
specific fraud. He has chosen not to which in a sense sends a signal to these
thieves that it is okay to steal from the taxpayer since politicians do it all
the time.
Start a business in
Maryland and the Comptroller’s office becomes your best friend. Do they lend
you money to start and or stay in business? No. Do they provide guidance for
your business to improve its function? No. Instead they are useless dolts
commandeering your money in the form of levies, licensing fees, surcharges,
taxes and various penalties from the outset. Recently a poll of Marylanders
suggests that 47% of its residents would leave if circumstances would permit.
This number may reflect the feelings of business owners as well.
To answer the question
what is wrong with Maryland: government overreach, high taxes, extensive number
of violent crimes and a political cast of thousands using its residents as
pawns are but a few of the problems legal residents face. Maryland is on its
way down. With a slight push many of its jurisdictions could go over the edge.
As O’Malley moves off the stage he leaves behind a fiscal disaster so trenchant
that Maryland will be bleeding economically for the next decade. Perhaps the
electorate will vote “right” next time.

Maryland’s lackluster
primary season ended on a minor note. With a poverty of turnout expectations
were higher than the 22% who showed up to vote. Two candidates for Governor
were left standing from the major parties. Anthony Brown overwhelmed his chief
rival Douglas Gansler receiving more than twice the vote. On the Republican
ticket Larry Hogan trounced David Craig with a 14% margin of victory. Maryland’s
Democratic machinery will be in full force in the next four months finding
every means to denigrate the opposing party. From dumpster diving to character assassination
nothing will stop the forward movement of this machine towards its ultimate
goal. Anthony Brown has achieved much outside the realm of politics. Yet his
political resume is a desert of achievement. Larry Hogan is an issues oriented
person. He is aware of the negativity that Democrats bring to bear to win an
election, as exemplified during their primary campaigns. Marylanders have a
clear choice this November. In the Republican camp the push will be for; less
taxes, reduction in draconian regulations, a pullback in entitlements, an
administration of government that is business friendly and fiscal
responsibility. Democrats want more of the same presently offered by Martin O’Malley.
Under his tutelage; entitlements expanded exponentially, traditional family
values were trashed, the multi-dimensional family came into being, dozens of
new taxes and levies were signed into law, the word illegal was banished from
the Maryland dictionary and fiscal irresponsibility became the norm. Voter registration leans predominately
towards the Democrats. Hogan knows the path to the State House will be hard for
him but not impossible. Many Marylanders are exhausted from the constant
pressures government forces have brought to bear on their personal and
professional lives. Larry Hogan needs to emphasize the collective fallacies
intrinsic to the Democrat platform. This strategy could be the driving force he
needs to ascend to the Governorship. Democracy is failing around the country. When
this tragedy hits home one must take charge of the reality that confronts him
or her. Choose wisely this election cycle otherwise the chance to reestablish Democratic

Maryland’s politicians
believe that harsh treatment of its business and professional community is a
necessity regardless of the effects it causes. Ranked in the middle to the bottom
third of business friendly states, depending on the survey, Maryland continues
to pour on additional requirements for businesses to maintain their functioning
in this bluest of blue states. The latest assault on the business community
came in the form of a minimum wage increase to be graded in over several years.
Though the $10.10 goal failed at the federal level Governor O’Malley and his
battalion of sycophants wanted to succeed where President Obama failed. Merit
pay increases do not exist where progressives rule. Instead wage increases are
forced on businesses through legislative fiat. In a sense Maryland has usurped
private sector budgets with one more flagrant action to diminish their ability
to stay afloat. A $10.10 per hour wage potentially means $15.OO after all the additions such as
matching Social Security taxes, matching Medicare fees, unemployment
assessments, workmen’s comp fees and much more that are exacted on employers.
Except for a few companies pushing for this increase, the rest of the business community
must eat the costs or abandon Maryland. A recent poll suggests that 47% of
Maryland residents would leave the state if circumstances permitted. (http://www.wmdt.com/story/25445696/47-percent-of-marylanders-want-to-leave-the-state) Harsh tax assessments were given as a major
reason. A poll of businesses may yield
similar results.
Employers have minimal
rights under Maryland law when a problem exists with a worker. Employees have multiple recourses when a
workplace problem exists. The reason why is obvious. Maryland views its
business community with disdain and as a bank to extract money wherever and
whenever it can, nothing else. Toxic regulatory structure along with heavy taxes,
levies and a judiciary unfriendly to businesses have caused workplace
environments to relocate to more friendly domains. During a recent visit to
several government buildings in and around Preston Street in Baltimore I encountered
numerous business owners whose various licenses were being held up for unpaid
tax bills and or fees. From owners of nursing homes to restaurants they were
all called downtown to pay these excessively inflated assessments or be forced
to cease functioning in the state. These business owners may not be aware that
more financial extortion is being conjured as I write these words. The next
several efforts will include paid sick leave and extended pregnancy benefits
paid out of an employer’s budget, which may already be deep in the red.
Considering opening a business in Maryland read the writing on the proverbial
wall. The state and its lawyers will be gunning for you if you don’t give in to
their left of the left governing style. Next article will discuss how the state
of Maryland manages to eviscerate its professional population.

Maryland’s draconian state
government suffered one more defeat announcing dissolution of its insurance
exchange. Reportedly spending more than 125 million to bring Obamacare one-step
closer to reality, failure was the final outcome for an exchange that never
was. Many media outlets have reported on Maryland’s grotesque failure, yet the
Baltimore Sun has not taken up the pen and written the final epitaph. Why the
Sun is not reporting this story may be in the fact they wholeheartedly
supported this government boondoggle. By withholding this story the inference
is the left cannot accept defeat. Lieutenant Governor Anthony Brown led the
charge to flesh out this component of President Obama’s grand Ponzi scheme. Uninitiated
in the complexities of building such site was no bar to appoint Brown as its
head cheerleader. In the last few days the blame game has been afoot, with the
Democrats hiding behind their usual spin.
Governor Martin O’Malley blindly
went ahead with a project that was doomed from the start. Built on algorithms
whose equations required a younger crowd to sign up for insurance, the mix of
applicants has been the antithesis of expectations. Over 49,000 had applied
through last week, yet the state has not revealed how many were paying
customers. Since its incipience on October 1st 2013 a series of
glitches continued to plague the system. Even with the purported fixes the
Exchange could not sustain the heavy usage necessary to make it successful.
Already released from their contract the management company responsible for this
catastrophe may face investigation from the feds. Does O’Malley have the wherewithal
to sue for return of State Funds is only a conjecture at this date?
President Obama has
changed the Patient Protection and Affordability Care Act 38 times by most
accounts. Deadlines have been extended, levies have been delayed and mandates
put off into the distant future. As Obamacare unravels, very blue states, such
as Maryland, refuse to see the obvious. They are fighting their own futures by
wasting money to keep this leviathan from being finally buried. As O’Malley
looks towards Washington and Brown towards the State House remember their sheer
incompetence as you consider your next vote.
