Heartless Hartford Connecticut

Could this kind of callous disregard for our fellow man have happened in any town? Is it because it happened in a high-crime area with a culture of not getting involved? What does this say about America?

The Telegraph (UK) wrote this yesterday:

Angel Arce Torres, 78, was crossing a busy street in the town of Hartford at 5.45 pm on May 30 after buying milk at a local shop. He was hit by a dark Honda driving on the wrong side of the road and was knocked to the ground.

The film shows nine cars driving past Mr Torres’s prostrate body while several pedestrians stop and stare. One rider on a moped even circled him for a closer look before deciding to drive on.

He lay crumpled on the Tarmac without anyone rushing to his aid until a police car - reportedly responding to an unrelated call - arrived on the scene.

City officials did however acknowledge that four people called emergency services within a minute.
